Empowering Energy Audit Sector: Insights from Ukrainian Ministry’s Engagement in Training Sessions

Representatives of the project’s lead beneficiary, the Ministry of Community, Territorial and Infrastructure Development, joined the project’s training sessions and delivered lectures to the participants the past weeks.

Artur Obidnyk, Head of the Department of Methodological Support and Energy Efficiency Regulation of the Energy Efficiency Department of the Ministry of Communities, Territories and Infrastructure of Ukraine, spoke about the existing mechanisms for legislative regulation of energy audits in Ukraine, shared his plans for the future and described the Ministry’s further steps in developing the legislative framework in this area.
“On the way to energy independence and decarbonisation of Ukraine’s economy, the creation of a transparent and competitive environment for the provision of energy audit services is one of the main stages. Following the adoption of the Laws of Ukraine “On Energy Efficiency of Buildings” and “On Energy Efficiency”, Ukraine has a legislative definition of the energy audit sector, and today, this environment is being formed in accordance with the law in compliance with the principles and approaches used in the European Union and defined in the EU Directives.”

In addition, other new mechanisms in the field of energy efficiency and decarbonisation are being actively developed and implemented in Ukraine, and the Ministry is actively working on them. A national database of energy and performance characteristics of buildings is being created, a mechanism for local energy planning for communities is being introduced, a mechanism for implementing energy management systems for the public sector is being developed, requirements for buildings with close to zero energy consumption are being prepared, etc. For all of these areas of energy efficiency, the common denominator is an energy audit, which should provide answers to questions about the state of energy consumption, prospects and ways to optimise and reduce it.
As part of the training course for energy auditors of buildings, Artur spoke about the existing mechanisms for legislative regulation of energy audits in Ukraine, as well as shared his plans for the future and described the Ministry’s further steps in developing the legislative framework in this area.
For the Ministry, it is important to have effective communication with the expert community so that the community clearly understands all the peculiarities of the legislative regulation of the sector, as well as to have quick feedback to create convenient and comfortable conditions for the functioning of the energy audit sector.

The TEAD project is important for the Ministry, as its goal is to create a strong base of training materials and to train specialists in energy audits of buildings, processes and designers who will have a deep level of expertise in issues related to energy efficiency, energy consumption, design, etc.
At the end of his lecture, Arthur talked to the participants of the training, answered their questions and wished them a successful training and completion of the training.
